EU PPWR Packaging Void Space Calculator

Regulation (EU) 2025/40 Compliance Tool

EU PPWR void space limits: The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, limits packaging void space to a maximum of 40% by August 12, 2026, and 50% by January 1, 2030 (with mandatory recyclability grades A-C). The void ratio formula is: (Internal Box Volume - Product Volume) / Internal Box Volume × 100%. This regulation applies to all packaging placed on the EU market, regardless of country of origin.

PPWR Compliance Deadlines & Requirements

Deadline Max Void Space Additional Requirements Applies To
August 12, 2026 40% Void space limit only All packaging on EU market
January 1, 2030 50% Recyclability grades A-C required All packaging on EU market

PPWR Void Space Formula

Void Ratio (%) = (Vbox - Vproduct) / Vbox × 100

Vbox = Internal volume of the packaging (Length × Width × Height)

Vproduct = Total volume of product(s) inside the packaging

Example: A box with internal dimensions 30 × 20 × 15 cm (9,000 cm³) containing a product of 20 × 15 × 10 cm (3,000 cm³) has a void ratio of (9,000 - 3,000) / 9,000 × 100 = 66.7% — non-compliant under both the 2026 (40%) and 2030 (50%) deadlines.

What is the EU PPWR?

The Packaging and Packaging Waste Regulation (PPWR), officially Regulation (EU) 2025/40, entered into force on February 11, 2025. It replaces the previous Packaging Directive (94/62/EC) and introduces binding targets for packaging sustainability, including strict limits on empty space (void ratio) in packaging.

Who Does PPWR Apply To?

The regulation applies to all packaging placed on the EU market, regardless of where it was manufactured. This includes:

  • EU-based manufacturers and brands
  • Non-EU exporters selling products to European customers
  • E-commerce companies shipping to EU addresses
  • Transport packaging and grouped/secondary packaging
  • Amazon, Alibaba, and other marketplace sellers shipping to the EU

What Counts as Void Space?

Void space is any empty space inside the packaging that is not occupied by the product. This includes:

  • Air gaps between product and box walls
  • Protective padding, air pillows, bubble wrap, and filler materials
  • Empty space above, below, or beside the product
  • Space occupied by non-essential inserts or marketing materials

Penalties for Non-Compliance

EU member states will set their own penalties for PPWR violations, but they must be "effective, proportionate, and dissuasive" per Article 68 of the regulation. Expected consequences include:

  • Significant fines per non-compliant packaging unit
  • Potential market access restrictions for repeat offenders
  • Product recall requirements in severe cases
  • Customs holds at EU borders for non-compliant imports

How to Reduce Packaging Void Space

  • Right-sized boxes: Use multiple box sizes instead of one-size-fits-all packaging. This is the single most effective way to reduce void ratio.
  • Automated box-sizing: Implement on-demand box-sizing systems (e.g., Packsize, CMC, Sparck) for e-commerce fulfillment.
  • Flexible packaging: Switch to pouches, mailers, or shrink-wrap where product protection allows.
  • Molded inserts: Use custom-fit inserts instead of loose fill materials to both reduce void space and improve protection.
  • Product redesign: Consider product shape and packaging co-design to minimize the packaging footprint.

Frequently Asked Questions

What is the PPWR void space ratio formula?

The PPWR void space ratio is calculated as: (Internal Box Volume - Product Volume) / Internal Box Volume × 100%. For example, if your box has an internal volume of 10,000 cm³ and the product volume is 6,000 cm³, the void ratio is (10,000 - 6,000) / 10,000 × 100 = 40%. This would be at the exact limit for the August 2026 deadline.

When does PPWR take effect?

The PPWR (Regulation EU 2025/40) entered into force on February 11, 2025. The key compliance deadlines are: August 12, 2026 for the 40% maximum void space limit, and January 1, 2030 for the 50% void space limit with mandatory recyclability grades (A-C). Companies should begin auditing their packaging now to ensure compliance by August 2026.

Does PPWR apply to products shipped from outside the EU?

Yes. The PPWR applies to all packaging placed on the EU market, regardless of country of origin. If you sell products to EU customers — whether through your own website, Amazon, or any other channel — your packaging must comply with the void space limits. Non-EU exporters, including Chinese, US, and UK sellers shipping to Europe, must comply.

Does PPWR apply to e-commerce packaging?

Yes. E-commerce packaging is explicitly covered by the PPWR. This includes shipping boxes, mailer bags, and any outer packaging used for delivery. The regulation specifically targets the over-packaging problem common in e-commerce fulfillment, where small items are often shipped in oversized boxes.

Does the void ratio include protective padding?

Yes. Protective padding, air pillows, bubble wrap, packing peanuts, and any filler material are considered void space under the regulation. The void ratio measures the difference between the internal volume of the packaging and the actual product volume. Only the product itself counts toward reducing the void ratio.

What are the penalties for PPWR non-compliance?

EU member states will set their own penalties, which must be "effective, proportionate, and dissuasive" under Article 68 of Regulation (EU) 2025/40. Expected penalties include fines per non-compliant unit, market access restrictions, and potential product recalls. The exact amounts will vary by member state. Germany, France, and the Netherlands are expected to be among the first to enforce strictly.

Are there exemptions for fragile products?

The regulation provides limited exemptions for products requiring specific protection during transport, but the general void space limits still apply. Even fragile items must meet the void ratio thresholds. The key is to use custom-fit packaging (molded inserts, form-fitted cushioning) that protects the product while minimizing overall void space. Check the specific annexes of Regulation (EU) 2025/40 for product-specific provisions.

How to calculate void space for multiple items in one box?

When packing multiple items in one box, the total product volume is the sum of all individual product volumes. For example, 3 items each measuring 10 × 10 × 10 cm (1,000 cm³ each) have a combined product volume of 3,000 cm³. If the box internal volume is 8,000 cm³, the void ratio is (8,000 - 3,000) / 8,000 × 100 = 62.5%, which exceeds the 40% limit.
